A Petition to the Congress of the United States of America for pensionfunds on behalf of Henry H. Norvell

To the Honorable The Senate, and House of Representativesof the United States of America in congress assembled.
The Petition of Henry Norvell of the town of Lynchburgand the state of Virginia respectfully shewith:
That your Petitioner is one of the few survivingsoldiers of the War which terminated in the Independence of these statesand for the particulars and duration of his services in what capacity hebegs leave to refer your Honorable Bodies to the accompanying declarationin oath: which declaration is a copy of one which was heretofore made byhim with the view of obtaining some pecuniary aid from the government ofthe United States under a General act of Congress passed some years agoin reference to such subjects, but having wholly failed in that attempt, your petitioner has determined to throw himself upon the Justice, and Benevolenceof your Honorable Bodies.
Your Petitioner is now in the Seventy-Second yearof his age possessed of no other estate or income than what is specifiedin the schedule annexed to the declaration before referred to and in additionto his own Support has to provide for a helpless family consisting of fourfemales. He has heretofore by a course of honest industry, and the mostrigid economy been enabled to procure the common necessities of life forhimself, and his family, but now enfeebled by age (unless aided by hiscountry) he will in future be dependent for support on private charity,or the provisions made by the laws of his state for paupers, either ofwhich alternatives is equally abhorrent to his feelings. He views withpatriotic exaltation the prosperity of his beloved country, nor is thatfeeling qualified, or embittered by his own comparative poverty, on thecontrary he is emboldened to hope that out of the abundance with whichthis country is blessed, by bountiful providence, your Honorable bodies,as representing that country, will contribute some small sum annually tocheer and support him in his destitution, and distress., which he humblyprays, and is in duty bound to.
                                                                           (signed) Henry H. Norvell (autograph)

The undersigned citizens of Lynchburg and vicinityhave been long acquainted with the petitioner, Henry Norvell, he has uniformlysupported the character of an honest, and industrious man, and from hispast services as a soldier of the Revolution, and his present poverty, they most cheerfully, and sincerely recommend him to congress as a fitand meritorious object of National bounty and benevolence.

Bedford COUNTY AND STATE OF: Virginia
                                                   ACT June 7 1832

This CLAIM is for the difference between the pay of a sergeant underthe act of 1832 and that under 1818.

PROOFEXHIBITED: Norvell was pensioner under the act of 1818 at $90 a year forservices as a sergeant and was at times at that rate to his death. $90a year was the highest rate of pay allowed under the act of 1818 for servicesrendered in any grade not under commission, sergeant is not a commissionedofficer. The act of 1832 pensioned for Revolutionary services accordingto the rate rec'd for said services at the time of rendering it. Sergeantsare, therefore, allowed $120 a year for 2 years services under 1832. Thecase is allowed under 1832 at $120 deducting $90. Proof that Wm. Norvellis the only child furnished
